Senator Mackie moved and asked unanimous consent that CS FOR                   
SENATE BILL NO. 310(FIN) An Act providing for and relating to                  
the issuance of general obligation bonds for the purpose of paying             
the state cost of school and University of Alaska capital projects; and        
providing for an effective date be moved to the top of todays                  
calendar. Without objection, it was so ordered.

CS FOR SENATE BILL NO. 310(FIN) which had been held in third                   
reading on reconsideration (page 3320) was before the Senate.                  
                                                                               
The question to be reconsidered: Shall CS FOR SENATE BILL                      
NO. 310(FIN) An Act providing for and relating to the issuance of              
general obligation bonds for the purpose of paying the state cost of           
school and University of Alaska capital projects; and providing for            
an effective date pass the Senate? The roll was taken with the
